The Celtic Bar Association (CBA) was established to promote camaraderie amongst its membership, civility and professionalism within the Orange County legal community, and a greater awareness of the Celtic culture and history, particularly its contribution to the law. It is believed that the CBA is the first attempt to gather all the Celtic clans - Wales, Scotland, Ireland, the Isle of Man, Galicia (in Spain), Brittany (in France), and Cornwall (in England) - in a single legal organization. Attorneys do not need to be of Celtic descent to join the CBA.

Prior to joining JAMS, Judge Pratt sat on the bench of the Superior Court of Los Angeles County for nearly 20 years. In that role, he presided over all of the Fen-Phen diet drug product liability cases in California from 1998 to 2006, and all but two of the 4,700 cases were ultimately settled without going to trial. In addition, Judge Pratt has mediated over 2,000 cases involving a wide range of issues. His public service in the Los Angeles County judicial system also includes a year as a Municipal Court Judge, five years as a Deputy District Attorney, and three years as a Deputy Public Defender. He began his career in private practice in Norwalk , California .

The CBA award is the most recent among numerous honors received by Judge Pratt during his distinguished career. Previously, he has been named Judge of the Year by the Consumer Attorneys of Los Angeles, the Southeast District Bar Association, and the Whittier Bar Association. Earlier this year, the Southeast District Bar Association honored Judge Pratt with their Lifetime Judicial Award. His many professional activities include membership in the California Judges Association and the Mexican-American Bar Association.

Judge Pratt earned his J.D. from Western State University School of Law in 1977. He received his B.A. from California State University Long Beach in 1972.
